Not a strictly a Mehari , but a variant thereof. It is a FAF. See Julian Marsh's excellent page about it.
Irony of that page is it has a pic of another FAF in Indonesia owned by a CCC UK member.

From memory, the FAF acronym translates to "easy to build easy to finance"...or words to that effect.
