Citroen BX not starting

Yes, in general the brakes work on the amount of pressure applied not how how far the pedal goes down.

Michael, if you are not aware, it's critical that you become aware the brakes only operate when the engine is running or maybe a couple of times after switching off once there is pressure in the hydraulic accumulator. It's essentially a valve in the BX vs what amounts to a pump in other cars. So, you cannot go to the car when parked and press on the brake pedal and expect it to do anything at all. It won't stop. So, yes, the pedal should feel very hard and have very little travel compared to any other car you might be used to with regular brakes and a vacuum booster. You get used to applying more pressure, but not more travel to apply more braking effort.
It is also critical that the handbrake works.
