306 XSi "Laser" wheels - why do they handle funny?

When hitting bumps on the road, they steer the car. I'm guessing this is due to the lower offset increasing the scrub radius. The weird thing is though, I've tried these wheels on a 306 1.8L, a 206 GTi, a Berlingo and my current 405 SRDT, and they've all had this problem. So does the XSi use different hubs to all the other cars or something? I've heard the 205 agrees with them because the hubs are thinner?
 
My 306 xsi 2.0 has "laser" wheels and is totally fine, seen XT's with them around too. I feel like you have an underlying issue here.
 
What is the standard offset? What is the offset with the wheels in question?
Are the tyres different to the original? If so, what is that difference.
