Turbo wastegate actuator

Hi , I just replace my catalytic converter and I notice the wastegate actuator door half open.

You may have excessive play in the shaft where the valve pivots in the housing unfortunately you may need a turbo.
Yes it does open when off but looks quite loose put vac to it and see if it seals

I was under the impression, newer engines with electronic boost control, operate in this way as a fail safe. As in, the actuator must be powered up to close the waste gate.
This is the opposite of a conventional system where the spring holds the gate closed until pressure is applied (or enough pressure in a purely mechanical system) to the actuator.

Please correct me if I am wrong.
 
Vacuum is controlled by a solenoid so the valve opens when vacuum is lost so I guess double fail safe loose electric control or loose vacuum and turbo is vented but these are common to leak because the plate becomes of set

This photo comes from my Peugeot 207 gti 2007 model.
I notice I’m loosing boost when driving specially going up hill.
Do u think I need to replace my he wastegate actuator or tighten it to close it.

The problem if it is that leaking , is the pivot point, if you look where that valve hinges it’s in the housing of the turbo once that wears its new turbo unfortunately you need to confirm that when you put vacuum to the diaphragm and it pulls that rod it seals tight some times the dump valves fail but that wastegate looks pretty worn in the photo
