You are allowed a MB, so break it up and post it in sections. I do this from time to time.
PDFTK is an excellent tool for this job. It has been ported to Windows. Splitting documents, or just extracting a page or two is easy.
The benefit of using this tool over a file splitter is that page boundaries and all needed components are preserved in each section, so that each split can be read separately.
Most PDFs can be shrunk, which can help. The most powerful tool I know of is Ghostscript. There are online sites that use it. If you have GS I'll PM the rather long command.
Is the manual a true text PDF, or is it a collection of images, that might be over-sized?
