I can’t remember if they run a separate fan speed resistance but that would be the first place to start is it a series 1 or 2 just the other day noticed a new ac control on AliExpress

They still made these with a few changes in the 2nd and 3rd world so new parts like that are being produced and can be fitted with little modifications.

Fix it right the first time
The voltage regulator has gone short circuit against open circuit and qs such its permanently on and so is your fan, time to either replace said transistor or get a new regulator all together, you are too far away for me to be of any help unfortunately as I would pull it out, unsolder transistor, find a replacement and refit and test!
Or very close by if its anything like my S1 205, Peugeot for some stupid reason put it into the airbox up against the firewall where water would collect and crap settle. This will make things hard for the electronics which will be simple given the era it was developed in and manufacturing was well behind the times/
