Koleos 2009 Diesel - need Perth mechanic for diagnostics

Renault Koleos 2009 2.0dCi Diesel 6speed 4x4 H45 dCi M9RC 127KW

Car will not start.
Had fuel filter replaced by standard car mechanic.
Only starts briefly if he puts in engine starter fluid into intake and then stops.
The emission filter warning light has been on for many years now with no real issues. Sometimes power loss, but nothing major.
Need Perth mechanic that can run PC diagnostics and will not cost the earth. From what I read here and other Renault forums; Renault dealers are expensive and rip-offs.
 
I don't know the Koleos, but pending some one wiser coming along, a non-starting diesel has a shortage of fuel or combustion air. Is there a procedure to remove air from blocking the fuel system on this engine when the filter is changed? Nissan diesels can have a rubber bulb to pump up fluid into the filter to displace air out an opening. When the engine stops it feels as though there is nothing injected. You have to do a similar procedure if you run out of fuel in the tank.

Simple lack of fuel in the injectors is unlikely to raise a computer error code.
 
prety sure the time I opened my koleos’ bonnet, I saw a rubber bulb hand pump.
