Have PM's (Conversations) been disabled?

I've just tried to send a PM and the 'Conversation' option is missing, is this a glitch or a security measure?
 
Yes a glitch. Trying to stop scammers from registering & immediately starting a conversation with a member who has a wanted ad. They say they have the part or car & you send the $ but no part/ car is forthcoming.
Technically we want 2 or 3 posts by them before they are allowed to use conversation. Hopefully we notice their weird post & flick them before there is trouble. This is a great idea the mods had.
I haven't set the promotion to move you to "allowed". I'll do it now.
 
Negative @gibgib, if I hover on a user name the popup shows Follow, Ignore but no Converstaion button,
if I click on an Avatar I get

Hi Alex,
Give conversations a go now.
Editing is 10 minutes only now as will be explained in the new rules as part of Social Media Bill compliance
 
Thanks @gibgib, can now start conversations.
And 10 years after asking if I could be given access to Aussie Flog, or the number of posts required, thanks to the lockdown boredom I appear to have finally reached the threshold.
