Animal welfare in less populated areas usually falls to Shire Rangers who are hard to contact at the best of times let alone out of hours. But when you direct to emergency services they have a long list of impossible to find numbers that actually answer. Perhaps less so nowadays that ESTA runs the show in Victoria. In the old days the radio operator was supposed to know everything and able to get anything.
Unfortunately incidents involving animals are all too common. Big stock transports going over create unpleasant situations and some people are careless transporting horses. Plus collisions with livestock. When you drove stock on the road it gives you a different perspective.
 
I think the police will euthanise wildlife and stock if they have to on roads. I'm sure its a lot of annoying paperwork for discharging their weapons though!
