Were they balanced while they were in the car or outside of the car?
Sorry for late reply.Wheels were off car when balanced. Is it possible that spacers could affect balance although ive never had this issue before
The larger wheels maybe amplifying a pre existing fault too. Check your track rods and tie rod ends for movement (best with both front wheels off the ground) along with bottom ball joints and wishbone bushes.

Yes spacers can cause vibrations.
Daily Drivers: R10, R12, R17T(?) Decouvrable
In the Shed(s): R8 (1.4 motor, 4 shock rear end), Dauphine, Pugeot 404
In the Past: Dauphine X2, R10 X lots, R12 X2, R16TS, R17TS
Ensure rims are not bent.
20 inch rims suffer from this fault as they are so easy to damage
Have a look at low speed on balance machine or spin them when on the car with a dial gauge on outer rim
I thought spacers were illegal in NSW and would void insurance if you had a prang?
Bigger wheels affects toe in and toe out can amplify a shimmy also tire guys often over inflate which causes a rough ride worth checking also some new cheaper tires take a while to settle sometimes longer if over inflated
