Manufacturers of fans (and pumps, and turbos) issue charts for their products showing performance under varying conditions, so that the most suitable unit for the job can be selected by designers. Look up "fan curves" for examples.
As airflow increases so does resistance. In a fixed system, resistance varies with the square of the volume of air. Power required is a cube function of flow speed.
