OE Cap is a PJ locking cap. If that is what you have, press down as hard as you can on the perimeter (to reduce friction) then turn the key anti-clockwise until it releases. Once you have it off, grease the tabs for the locking mechanism.

Ah ....yes they can be tricky.
I sometimes use a old feeler gauge to slip in and release the roller catch ....even though I've greased it. Perseverance Brian

You need to press quite hard at about 10 o'clock. I had the latch go a bit tricky on me a few weeks ago so I have examined it closely now to see how it works. I have also just had the cover cap off while I gave the rear quarter panel a 2000 wet and dry re-finish and polish. I put it back on about an hour ago after its own personal polish treatment.

    Brian,

Sounds like you need an Owners Manual.

If you look at the circumference of the flap when closed at about the 9 or 10 o'clock position you'll see a white plastic catch below the surface. When mine doesn't open by hand I stick the end of the ignition key down the gap to press the plastic catch and the flap springs open. Sometimes it opens by just pressing the flap, sometimes it sticks so I use the key.

Personally I wish they'd fitted a simple screw-on cap to speed the process rather than a locking cap.

    Cheers
