    Default 2005 berlingo bsi advice

Hi, I have a 2005 berlingo that I bought as a non runner in hopes of bringing it up to scratch to replace my 1999 berlingo - she is approaching 330,000 km.
so long story short, PO had the window reg on the drivers side fail, big rain storm blew rain in the window and wet the bsi and has "shorted" it out. I have had the bsi sent away in the hopes of a repair but was told it is unrepairable.
So I'm really looking for a direction to go with this, I can get a new bsi from a local Peugeot dealer, but for $770 is a bit to much of a gamble considering I don't even know if this van runs yet, for sure, only that the PO says it was. Plus the dealer told me I can just " plug it in and it will program itself"
i can get a second hand bsi, but from my research these are worth nothing unless you have the ability to reset the security code, is this true?
Last option I have come up with is a complete set of modules from a donor car and change them all out, downside to this is the odometer will show the km from the donor, my van supposedly has 120,000 km going by the paperwork supplied by the PO.
what have others done when faced with this bsi gremlin?
Any advice at all is appreciated.

On Another note, under the plastic cowl below the windscreen where the wiper motor and linkages is, on my van there are a couples of wires that look like they have been cut. They come out of the oem harness that goes across to the wiper motor. Anyone tell me if there is something missing from under there?
